Sustainable development in Térraba Sierpe Mangrove, a project in collaboration with the University of Vermont, the United States.

Project ECOTICOS

The work of Fundacion Neotrópica in the South Pacific region helps reduce environmental problems that generate conflict, such as migration, lack of job opportunities in the area, local government corruption and tensions between protected areas and local people.

Project ECOTICOS was created to find viable solutions to the conflicts that may affect Térraba-Sierpe National Wetlands. In this project, funded by Fundacion Blue Moon, the participants are UVM / Gund Institute for Ecological Economics, UCI / ELAP, Fundacion Neotropica, Earth Economics, CIMAR / UCR, Florida Institute of Technology and CENAT-PRIAS.

Objective

Our goal is to establish a scalable and replicable framework that promotes the integration of Technical, Institutional and Conceptual Solutions (Ticos) to promote the sustainable development of mangrove Terraba-Sierpe of Costa Rica. These are the three main components of the project:

  • Mapping threats, examples and opportunities affecting the services of Mangrove Ecosystem Terraba-Sierpe and their relationship to quality of life.
  • Developing an assessment of Ecosystem Services to identify opportunities, examples and threats to sustainable development of Terraba-Sierpe mangrove.
  • Establishing a Baseline for Water Quality and Fishery of Térraba-Sierpe Mangrove to understand the dynamics of land and ocean and to promote their sustainable development.

Clarifying the potential effects of 4 factors on Térraba-Sierpe National Wetlands and surrounding communities:

  • Management Plan developed by UCI-ELAP
  • Plan of International Airport in Palma Sur
  • El Diquis Hydroelectric Project
  • Development of Tourism and Real Estate in the region

Actions

1. Map of project area, including links to threats, photographs, opportunities, successes, among others:

  • To document situation between visual tools and GIS
  • To generate and share information through methods of information and awareness in the network.
  • To use participatory methodology of green maps

2. Delphi Workshop

In this phase of the Project the aid was received from the group of experts to define scenarios in order to understand and improve the view of communities.

3. Focus Group, Palmar Sur, Osa, 21-10-09

This project was attended by representatives of the various population groups and groups working in the región of various areas of specialization such as natural and social sciences. It sought to use its qualified opinion to refine a number of predictable development scenarios given the perspectives of the region and its economic, social and environmental potential. It focused especially on natural resources and the communities near the Térraba Sierpe National Wetlands in the Osa Conservation Area.

About the results

The panel of experts, meeting in the University for International Cooperation on Monday October 19, told us which scenarios seem most possible, which fairly possible and which have little potential. 60% of them knew of the existence of National Wetland Terraba-Sierpe Management Plan.

According to them, the scenarios that seemed the most possible are:

  • The construction of the hydroelectric project and implementation of El Diquis Management Plan for the National Wetland Terraba-Sierpe prepared by the UCI-ELAP
  • The increase in tourism development and real estate in the region as until now to implement the Management Plan for the National Wetland Terraba-Sierpe prepared by the UCI-ELAP;
  • The construction of hydroelectric project El Diquis and increase in tourism development and real estate in the region with the implementation of the Management Plan for the National Wetland Terraba-Sierpe prepared by the UCI-ELAP;
  • The construction of hydroelectric project Diquis and increase in tourism development and real estate in the region at a lower rate than today.
  • The increase in tourism development and real estate in the region as until now with the implementation of the Management Plan for the National Wetland Terraba-Sierpe prepared by the UCI-ELAP;
  • The possible construction of an international airport in the region to increase tourism development and real estate in the region as until now.

The experts also considered that the less possible scenarios are:

  • When none of the actions is implemented (neither plan, aeropuerto, Diquis Project, nor development of tourism and real estate)
  • The Management Plan for the National Wetland Terraba-Sierpe prepared by the UCI-ELAP is implemented without implementing other options

Further conclusions drawn from the above:

The experts believe that from those various options the construction of the airport is the least probable.

Specific phases of Multicriteria Analysis:

  • 19-10-09 Delphi Workshop (of experts): defines the basic elements of development scenarios to discuss with communities;
  • 20-10-09 Presentation of the estimates of Environmental Services;
  • 22-10-09 Workshops of Focus or Interest Groups helps refine the development scenarios to discuss with the communities;
  • 24-10-09 Workshops about the vision of community´s aspirations regarding community and the best possible scenarios;
  • November – January Information Processing
  • 2010 – Refinement Workshop and presentation of the results;

  • Ecological-economic monetary valuation of environmental services of National Wetland Terraba-Sierpe (Earth Economics)
  • Multicriteria assessment of National Wetland Terraba-Sierpe (Fundacion Neotropica)

5. Concepts (water quality and fish habitat)

Focused on documenting the information base to measure impacts of water quality and habitat of marine species in the areas.
